He knows he cannot win a war, so instead he must buy time. While Robert has all the cards, Tywin has secured his succession. Joffrey is the heir, and if Robert were to meet some unforeseen accident, he could have Joffrey reverse anything he promises. But the king does not accept this offer. To him, war is no longer something they can avoid, nor does he want to. Robert wants blood and says he shall accept nothing more than complete surrender and the heads of Gregor and Ser Jaime.
