Report: Portland’s short-term rental rules more punitive than comparable cities

A Portland Ombudsman investigation has found the city’s enforcement of accessory short-term rentals rules is significantly more punitive and complex compared to other U.S. cities, citing “several concerns.” An investigation was sparked after a short-term rental operator contacted the Ombudsman in late 2024, reporting they had been fined $115,823 for 18 violations of short-term rental rules, despite it being the operator’s first offense. According to the report, the owner’s property was in Clackamas County with a Happy Valley address, but they were unaware the property was still within Portland City limits and had to comply with city regulations.
