Weekly Insights with Dom Barcellona 2/15/26: Managing Risks/Lawsuits Would you rather have a sheriff who disregards policies and rules, or an experienced law enforcement professional committed to accountability? The current sheriff, Gary Caruana, has repeatedly failed to hold individuals accountable, including himself, raising concerns about his leadership. His lack of field experience and lack academic background in the law enforcement field before taking office in 2014 has contributed to numerous issues. Under Caruana’s leadership, the Sheriff’s Office has settled dozens of civil cases—totaling millions of dollars—for allegations such as civil rights violations, wrongful deaths, excessive force, and failure to protect prisoners. As of October 2025, there are still 24 major pending civil cases with similar allegations. The increase in liability insurance premiums highlight the consequences of poor leadership and costly litigation resulting from pursuit lawsuits and jail incidents. Following policies, best practices, and laws is essential to prevent unnecessary legal costs and uphold public trust. Leadership should reinforce the importance of rules and guidelines to protect the community, officers, and taxpayers. A mindset that condones breaking policies fosters misconduct and erodes agency culture. When elected sheriff, I will implement risk mitigation measures to reduce lawsuits and restore credibility.
