Various wide shots of conference STORYLINE: Cuban leader Fidel Castro, Venezuelan President Hugo Chavez and top officials from 14 other Caribbean countries met in Caracas on Wednesday for talks on a Venezuelan plan to sell fuel more cheaply to the region as world oil prices remained near record highs. The leaders and officials are expected to sign an accord to set up a joint company, as proposed by Chavez, that would distribute Venezuelan fuel on preferential terms. "We propose create a coordinating body, a coordinating organisation, to articulate all of this, of all that has to do with production, processing, transport, distribution, of energy, oil, its derivatives, and (natural) gas too," Chavez told the summit. The initiative, called Petrocaribe, could help small Caribbean countries save a projected six (US) dollars a barrel on fuel through flexible payments and direct shipping. Chavez's opponents accuse him of using "oil diplomacy" to pursue his political aims and line up allies for his frequent clashes with the US government. He has defended the Petrocaribe plan as a way to help both Venezuela and the region while moving toward a more cooperative international economy. Both Castro and Chavez criticised wasteful use of energy by wealthy countries like the United States, saying unbridled capitalism is leading the world toward an energy crisis and an environmental disaster. Venezuela, the world's number five oil exporter, already has special deals to provide oil on preferential terms to a number of Caribbean countries. Castro said his visit to Venezuela could be his first overseas trip during which someone hasn't tried to assassinate him Castro told Venezuelan President Hugo Chavez and other Caribbean leaders that his last-minute decision to attend the summit in Venezuela might have thrown off those plotting against him. Castro said he decided to come at the last minute after hearing Chavez talk about the meeting on television. "I was not very conscious myself, initially, of the importance - not the importance (of the energy issue) because I was conscious of that - but of the importance of participation in this meeting," he told the summit. Security was tight near the resort where the talks were being held in the coastal city of Puerto La Cruz, with troops blocking roads and stopping cars for checks. Cuba's domestic news agency, AIN, said it was Castro's eighth visit to Venezuela since his revolutionary triumph in 1959.
