Strategic Defense In An Era of Uncertainty, Mr. Monte Mallin The Trump Administration is moving quickly to deploy strategic defenses against nuclear threats to the United States. This is as much an evolutionary step as a radical change; nonetheless there are many uncertainties in this effort that should be fully considered as the Golden Dome effort moves forward. Mr. Mallin will bring an historical as well as a forward-leaning perspective, discuss some of the deterrence implications and other challenges inherent in this effort, and offer a path forward that may help to mitigate inherent uncertainties associated with this initiative. Mr. Monte Mallin retired in April as the Director of Policy for the National Nuclear Security Administration (NNSA) .This capped a 30-year government career in the Arms Control and Disarmament Agency, the State Department, and since 2001, at NNSA. In his career, Mr. Mallin has supported the negotiation of multilateral arms control treaties including the CTBT and served in numerous senior positions not only to lead the implementation of critical NNSA programs, but also to build the next generation of nuclear policy expertise, and to promote an appreciation for the role of policy in advancing strategic nuclear decision making. Mr. Mallin brings a forward-leaning approach to his efforts, looking to ensure that evolving nuclear security risks are understood, and that our thinking moves forward to reflect new challenges in this dynamic and unpredictable nuclear age. Mr. Mallin has followed issues associated with the balance of strategic offense and defense since his graduate school days, when he wrote his master's thesis on the Reagan Administration's Strategic Defense Initiative.
