Public / Industry Keynote ｜Achieving Design Impact at National Level

Over the past decade, design has moved beyond aesthetics and industry to become a strategic tool for reimagining education, shaping urban futures, and strengthening democratic engagement. Drawing from three flagship initiatives—Design for Education, Design for City, and Design for Democracy—President Chang of the Taiwan Design Research Institute will illustrate how design can address challenges at multiple scales: from individual projects to city-wide renewal and ultimately nationwide policy reform. These efforts include redesigning more than a hundred schools to align with future-oriented pedagogy, leveraging the Taiwan Design Expo as a catalyst for cross-sector governance and urban transformation, and collaborating with the Central Election Commission to enhance citizen trust and participation through electoral redesign. The keynote further argues that design, when embedded into governance and policy, can act as a catalyst for national innovation. Taiwan’s experience positions it as a living laboratory of design policy and practice—demonstrating how grassroots engagement can be linked to systemic reform, and how design can generate long-term societal transformation at the national scale. These lessons provide valuable insights and inspirations for the global design research community. -------------------------------------------------------------------------------------------------------------------------------------------- 在過去十年間，設計已不再侷限於美學與產業層面，而逐步成為一項關鍵的策略工具，用以重新想像教育體系、形塑城市未來，以及深化民主參與。 本場主題演講中，台灣設計研究院張院長將透過三項具代表性的旗艦計畫——「設計導入教育」、「設計導入城市」與「設計導入民主」——說明設計如何在不同尺度上回應公共挑戰，從單一專案、城市更新，到國家層級的政策改革。相關實踐包括：重新設計超過百所學校以對接未來導向的教學模式、以台灣設計展作為跨部門治理與城市轉型的催化平台，以及與中央選舉委員會合作，透過選務設計強化公民信任與公共參與。 演講進一步指出，當設計深度嵌入治理結構與公共政策之中，便能成為推動國家創新的重要動能。台灣的經驗正逐步形成一座「設計政策與實踐的活實驗室」，展現如何將基層參與連結至系統性改革，以及設計如何在國家尺度上創造長期的社會轉型。這些成果也為全球設計研究社群提供了重要的啟發與借鏡。
