In a ranked setup, there are usually 10 villagers and 6 evils. The village's goal is to try to solve the game as fast as they can and eliminate all evils, while the evils want to manipulate the village and try to cause mislynches to gain majority. In the Instigator+Witch setup, there are 4 strong provable villagers: Bully, Conjuror, Witch and Judge (to a certain extend), so the scapegoats are RIR, vio, RP, RS or RRVs. Usually, scapegoats would want to claim asap so that they don't let evils steal their claim for free. Thus, unclaimed players are usually either strong vills (provable vills), or they are evil. So if there are a lot of unclaimed players and all strong vills claim, then that narrows down all the remaining unclaimed to be evils.
