Dr. Steve Suppan on Structural Trade-off Frameworks for Negotiating with China

The current U.S. legal structure for negotiating with China is a bilateral Memorandum of Understanding, a short-term, politically expedient agreement designed to exclude Congressional review. China has proposed a framework for negotiating differences on agricultural and industrial subsidies at the WTO, but the U.S. has refused to respond. Dr. Steve Suppan, Senior Policy Analyst at the Institute for Agriculture and Trade Policy, has been a policy analyst at IATP since 1994. In his Freeman Seminar at the Humphrey School on February 12, 2020, Dr. Suppan delivered a lecture proposing four frameworks for negotiating structural tradeoffs with China: 1) subsidies and state-owned enterprises/state-assisted enterprises; 2) climate change and trade/investment policy; 3) cross-border financial services regulation; 4) intellectual property/technology transfer in investment agreements.
