The Iraqi delegation is headed by Abdel-Aziz al-Hakim, who holds the rotating presidency of the council and was to arrive separately. On Thursday, Putin told visiting US envoy James Baker that Russia, Iraq's largest creditor, was ready to start talks on forgiving some 8 (b) billion US dollars in debt. But he stressed Moscow would negotiate on the issue "taking into account the economic interests of Russia and Russian companies in Iraq." Deputy Foreign Minister Yuri Fedotov said on Friday that the debt talks could be linked to Russian companies' participation in Iraqi reconstruction. As a strong opponent of the war, Russia has been excluded from bidding on US 18.6 (b) billion dollars in reconstruction contracts under Pentagon plans only to allow coalition members to be involved. Fedotov said big contracts signed by Russian oil companies and the former Iraqi regime had been "left suspended" after the war. He voiced hope the new Iraqi leadership elected after the current transition period will uphold them. As a permanent member of the UN Security Council, Russia has long sought to remove UN sanctions on Iraq it says hurt its economic cooperation with the country, mostly in oil and heavy industry projects.
