The Environment, Forestry, and Tourism Minister has directed all staff to complete their work strictly within official working hours. Indileni Daniel warned that overtime will no longer be tolerated except in unavoidable circumstances. Addressing the ministry staff, Daniel said severe budget cuts and resource constraints make efficiency non-negotiable. She stressed that overtime caused by poor planning and coordination, or lack of urgency, would not be accepted. The minister wants to see staff become known for traits like discipline, timeliness and being results-oriented. On the ministry's 2025 performance, Daniel says the year was challenging, but defining. She commended the staff for their dedication to their stated mandate, under difficult conditions. The ministry's development budget, she acknowledged, saw low execution, with only 45% of the N$70 million allocated and spent. Daniel criticised poor communication and a lack of initiative from some parts of the ministry. "Let me be firm on this point. If you see a risk, raise it. If you identify a delay, act on it. If a process is broken, do not walk past it; fix it or escalate it. Passivity has no place in a Ministry tasked with protecting national assets and driving socio-economic development." She reaffirmed the ministry's alignment with Vision 2030, NDP6, and the Swapo Party Manifesto and Implementation Plan. Daniel called for a culture of pro-activeness, ethical conduct and teamwork. She warned that non-compliance with new directives on accountability, communication and performance would be addressed firmly. "I expect respect for institutional processes, adherence to reporting lines, timely submission of quality work, and ownership of both success and failure."
