(3 Feb 2026) RESTRICTION SUMMARY: ASSOCIATED PRESS Kyiv, Ukraine - February 3, 2026 1. Mid NATO Secretary General Mark Rutte and President of Ukraine Volodymyr Zelenskyy at news conference 2. SOUNDBITE (Ukrainian) Volodymyr Zelenskyy, President of Ukraine: "There was a request from the US president to refrain from strikes on energy and critical infrastructure. You know about this. During the meeting of our negotiating teams, the president said that it was necessary to refrain from strikes for a week. This was a very important decision. In fact, this started on Friday night, and tonight, in our opinion, the Russians broke their promise. Either Russia now believes a week has only about four days, instead of seven, or they are truly betting only on war and simply waited for the coldest days of this winter, when temperatures in large parts of Ukraine dropped below minus 20 degrees Celsius (minus 4 Fahrenheit).” 3. Close NATO and Ukrainian flags 4. SOUNDBITE (Ukrainian) Volodymyr Zelenskyy, President of Ukraine: "Today there was a record Russian strike, a heavy strike, in terms of the use of ballistics. Anti-record, I would say. There were 28 cruise missiles, as well as 43 different types of missiles, which are aimed at the ballistic trajectory and can only be shot down by the Patriot systems. What Russia does clearly shows the intention of Russia. We believe that this Russian strike is really violating what was agreed by the American side, and there should be consequences of this." 5. Wide news conference STORYLINE: President Volodymyr Zelenskyy on Tuesday accused Moscow of breaking a commitment not to launch any strikes during the so-called "energy ceasefire" after heavy bombardments hit Ukraine overnight. Speaking during a news briefing with NATO Secretary General Mark Rutte in Kyiv, he said at least five regions of Ukraine had been hit by 450 long-range drones and 70 missiles, including a record number of 32 ballistic missiles. The attack specifically took aim at the power grid, Zelenskyy added, as part of what Ukraine says is Moscow’s ongoing campaign to deny civilians light, heating and running water during the coldest winter in years. The strikes came days after U.S. President Donald Trump said the Kremlin had agreed to temporarily halt the targeting of the Ukrainian capital and other cities, as the region suffers under freezing temperatures. The Ukrainian president urged allies to send more air defense supplies and increase pressure on Russia. The strikes came a day before U.S.-brokered talks between Russia and Ukraine in Abu Dhabi. =========================================================== Clients are reminded to adhere to all listed restrictions and to check the terms of their licence agreements.
