Stalking is a true crime. It becomes a crime when the behaviors of a stalker are found out and there has been multiple ways in which the "victim" has asked the stalker to stop. When the behavior doesn't stop and it continues to be unwanted attention, the stalking becomes a crime. But what about when you believe you are the victim of gang-stalking because of a history of trauma OR a delusion that makes it hard to determine the truth? Sometimes what appears to be stalking really isn't. And sometimes what appears to be inncocent, really is stalking.
