In 2021, several hundred mail-borne threat incidents became public knowledge. 6,300+ incidents were reported by USPIS and ATF. RaySecur compiles data on these to provide security leaders with actionable insights to help inform effective security strategies. This discussion will present an analysis of the publicly-known mail-borne attacks in 2021, within the broader context of official USPIS and ATF historical statistics. ◾ Mail Attacks Continue to Rise Over the last year, hoaxes and legitimate mail-borne attacks have impacted Global 2000 corporations, government agencies and private citizens. The associated costs can quickly run into the millions of dollars because of the resulting shut-down of operations or facilities. ◾ The Problem Mail threats are evolving, becoming more dangerous, and expanding to new target profiles. Covid Impacts and Social Unrest — The effects of societal stressors, including COVID mandates, continue to reshape the threat environment daily. Targets spanned businesses and government offices to private residences, with several successful attacks resulting in injury to recipients or first-responders. White Powder Threats on the Rise — When most people hear “mail threat,” they tend to think of ticking time bombs seen in movies. In reality, harmful white powders like fentanyl, methamphetamine and illegal drugs are much more common, and became more prevalent during the recent COVID lockdowns. ◾ The Solution Despite the prevalence of these incidents, their impacts can be mitigated by raising awareness and implementing straightforward measures once the risks are understood. An effective enterprise risk assessment uses guidelines provided by US Department of Homeland Security, including Facilities Best Practices published as part of the DHS SAFETY Act.
