SOUNDBITE (Mandarin) Zhang Qiyue, China Foreign Ministry spokesperson (Q: Any comment on UN weapons inspector Hans Blix's report?) "The report said that Iraq has cooperated with UN inspectors and the two UN agencies also expressed that there are still some problems need to be clarified. We should respect the opinions of the UN inspectors and support the continuation of the inspection work so as to clarify all the questions. We also hope Iraq can actively cooperate with UN and further enhance its cooperation. So we hope the Iraq issue can be settled within the UN framework." 4. Cutaway, midshot of briefing 5. SOUNDBITE (Mandarin) Zhang Qiyue, China Foreign Ministry spokesperson (Q: What kind of facts can convince China that US can attack Iraq?) "As long as there is one piece of slight hope for a political resolution of the Iraq issue, we should work with the greatest effort for it. China maintains that the Iraq issue should be resolved through political means within the UN framework." 6. Wide of briefing 7. Reporters 8. SOUNDBITE (Mandarin) Zhang Qiyue, China Foreign Ministry spokesperson (Q: So what time should we give to Iraq? and what's the next step?) "The inspectors' work should continue so as to clarify all the questions. In terms of how long it will take, a few weeks or a few months, we should respect the opinions of the UN inspectors. As for the next step, the UN Security Council should take, at the moment the Security Council has started the preliminary review of the report by the two agencies. I believe we should wait until they have finished the review and wait until the two agencies have finished their inspections before we can make relevant resolution." 9. Ministry of Foreign Affairs sign 10. Zhang Qiyue walking out STORYLINE China on Tuesday appealed for more time for UN weapons inspections in Iraq, arguing against taking any action while there is the possibility of a political settlement. Speaking at a regular press briefing, Foreign Ministry spokeswoman Zhang Qiyue stressed that the inspectors' report on Monday to the UN Security Council asked for more time to complete their work. "We should give continued support to the work of the weapons inspectors, and Iraq should strengthen its cooperation with the United Nations," Zhang said. China, which holds one of five permanent Security Council seats with veto power over UN actions, has said it sees no reason to endorse American pressure to attack Iraq. Beijing has pressed instead for a negotiated settlement through the Security Council. Zhang said that as long as there was hope for a political settlement the issue should be settled diplomatically through the UN framework. China describes its relations with the isolated government of Iraqi President Saddam Hussein as warm, and has signed contracts to develop Iraqi oil fields once UN sanctions are lifted.
