Dr. Yuba Raj Khatiwada, PhD, former Minister of Finance and Communication in Nepal, led fiscal federalism implementation and COVID-19 response strategies. He served in various roles including as Governor of Nepal Rastra Bank and Vice Chairperson of the National Planning Commission. He is also the former Resident Ambassador of Nepal to the United States, with a strong academic background and national accolades for his contributions to Nepal's development. Dr. Khatiwada authored a foreword for the Nepal Competitiveness Index 2024. In addition, he provided his remarks highlighting how provincial competitiveness studies could support key policy stakeholders in Nepal to formulate better future plans and policies in a video message from New Delhi, India. Furthermore, in his video message, Dr. Khatiwada emphasized how Nepal's growing urban centers could support the local and provincial governments to further boost their overall competitiveness in the future. The Nepal Competitiveness Index (NCI) is a collaborative effort of the Nepal Institute for Policy Research (NIPoRe) and the Asia Competitiveness Institute (ACI) at the Lee Kuan Yew School of Public Policy, National University of Singapore. It ranks Nepal's provincial governments based on the analysis carried out across a set of indicators, environments, and the most prominent thematic focus area.
