Why do so few policy reforms lead to the expected impact? Most of evaluation literature, including my own, has reached that conclusion. In my TEDx-talk I will combine my research in empirical labor economics with my experience of leadership in the public sector to address the question of how large public organizations should be managed to produce best impact. More specific, I will argue for trust-based management.
