(10 Jun 1996) English/Nat A 13-year-old girl has been charged in connection with a wave of fire bombings at black churches in the southern states of America. The arrest came in the wake of a meeting in Washington, Monday, when Treasury Secretary Robert Rubin promised black ministers that every effort would be made to track down the arsonists. Suspicious fires have struck 30 Southern churches in the last 18 months. Some 60 black ministers met with Treasury Secretary Robert Rubin, Monday, to discuss a federal response to the rash of church burnings. The Council of Churches, a New York-based inter-denominational group, arranged the meetings with the federal officials to complain about the pace of the investigations. They have accused investigators of focusing more on the church members and clergy than on outside suspects. There have been reports of investigators requiring lie-detector tests of pastors, issuing subpoenas for church records and telling congregations that everyone is a suspect. Rubin assured ministers that the FBI and Treasury's Bureau of Alcohol Tobacco and Firearms would aggressively investigate the fires. SOUNDBITE: A number of these ministers said to me that they feel that in conduct of the investigation there have been insensitivities to the ministers and members of the community so I think we have a double objective here. On the one hand we have to follow every lead wherever it goes and we are committed to bring the people who caused these fires to justice - no matter how long it takes and however much resource it takes. We must follow every lead wherever it goes and on the other hand we must be very sensitive to the terrible terrible situation with respect to these churches and the terrible terrible situation in respect to the people in these communities. SOUNDBITE: Given the pattern we would be nuts not to be looking at a larger conspiracy as one of the possible explanations for what's going on.
