(11 Apr 2003) 1. US Treasury Secretary John Snow at the podium 2. SOUNDBITE: (English) John Snow, US Treasury Secretary "I also expect to have a substantive conversation with the G-7 counterparts about how our nations and international institutions can work together to help the Iraqi people recover. It's important to recognise that it isn't simply recovering from 25 days of conflict, but rather the task ahead is recovering from 25 years, 25 years of economic miss rule and mismanagement." 3. Cutaway to media 4. Snow at the podium 5. SOUNDBITE: (English) John Snow, US Treasury Secretary "And to offer financial expertise, idea, and leadership as we look forward to the historic effort to help the Iraqi people rebuild their country and take control of their nation. It is really an historic opportunity that lies immediately ahead." 6. Snow at the podium STORYLINE: US Treasury Secretary John Snow said on Thursday he would use the spring meetings of the 184-nation IMF (International Monetary Fund) and the World Bank to begin gathering the resources needed to rebuild Iraq. Leaders of the two institutions pledged earlier on Thursday to help provide billions of dollars to rebuild Iraq. They plan to send fact-finding missions to uncover the details of an economy that has been shrouded in secrecy for more than two decades. A day after US-led forces swept into Baghdad, the Bush administration moved quickly to demonstrate that the Iraqi people stand to gain substantial economic benefits from the toppling of Saddam Hussein's government. Preliminary estimates of the cost of that effort have ranged from $20 billion per year for the first several years to as much as $600 billion over a decade. Secretary Snow and US Federal Reserve Chairman Alan Greenspan will lead discussions on Friday with the finance officials from the world's seven richest industrial countries - the United States, Japan, Germany, France, Britain, Italy and Canada.
