Serbian President Milan Milutinovic and Kosovo ethnic Albanian leader Ibrahim Rugova have signed a joint statement proposing peace, according to Serb television reports. The pair met in the Kosovo capital and according to Milutinovic they agreed on propositions to bring refugees back home. But Nato sources are skeptical about the announcement, saying Rugova is participating in the talks under duress and that he is effectively a prisoner of the Yugoslav authorities. Kosovo's ethnic Albanian leader Ibrahim Rugova attended a two hour meeting with Serbia's president Milan Milutinovic in the regional capital of Pristina. After the talks, Milutinovic told reporters that he and Rugova had signed a joint statement about a temporary government for the province. Milutinovic said they agreed on the necessity of imminent formation of a Temporary Executive Council for Kosovo which would have the authority of a government until a final settlement on Kosovo's future is reached. SOUNDBITE: (Serbo-Croat) "From both sides we've concluded the bombing and aggression on our country has to stop ASAP and we think the international union today and from this point on will accept our propositions of peace and that people will return to their houses and start a new life." SUPERCAPTION: Milan Milutinovic, Serbian President The joint statement called for an immediate resumption of direct talks between Serbian government and ethnic Albanian political leaders on a political settlement granting the strife-torn province wide self-rule. It promised full equality for all Kosovo's citizens and with respect to the territorial integrity and sovereignty of Serbia and Yugoslavia. The statement said the presence of representatives of the international community - as guests - would be mutually agreed to at these talks. It also said that the temporary executive council would take into account the changed present conditions and existing problems in Kosovo. Sitting in on the meeting were several other top Serb officials.
