This is the full, unedited interview with District 2 City Councilor Elana Pirtle-Guiney, who says the city is now entering the early stages of implementation of a city ordinance passed in December which gives officials the authority to crack down on the use of chemical munitions there. “That is the piece of this policy that we are going to end up testing first,” Pirtle-Guiney said. “And the administration is in the process of implementation.” However, the city has not yet finalized how those complaints will be processed.'
