The Nkabinde Inquiry has peeled back the layers of one of the most disturbing chapters in South Africa’s policing and prosecutorial history — the conduct of the Cato Manor unit under the leadership of Johan Booysen. In today’s proceedings, three deeply troubling issues stood out, all of which directly tested National Director of Public Prosecutions Shamila Batohi on the failures of the NPA to deliver justice. 🔹 1. Unlawful Killings & Wrongful Identification The inquiry heard harrowing details of people who were killed unjustifiably, including the fatal shooting of a 16-year-old child who was wrongly identified by the Cato Manor unit. Witness Intimidation — Even Across Borders Witnesses who were prepared to testify against the unit and its leadership were threatened and intimidated, even after fleeing South Africa for safety. Evidence before the inquiry revealed WhatsApp messages sent as intimidation, directed at witnesses and their families. Despite these serious allegations being reported, the NPA failed to act, leaving victims and families exposed, fearful, and abandoned. 🔹 3. Torture Videos & Deaths in Custody Perhaps the most shocking revelation was the existence of videos showing suspects being tortured by members of the Cato Manor unit — including footage linked to a person who later died during the torture process. These were not rumours; they were visual records of abuse. Yet still, no justice was served. ⚖️ Political Protection or Institutional Failure? A disturbing contradiction emerges when considering the public stance of former Police Minister Bheki Cele, who previously claimed that the disbandment of the Cato Manor unit was a “gross miscarriage of justice.” Cele blamed the unit’s closure on former Minister Nathi Mthethwa and Lt-Gen Nhlanhla Mkhwanazi, insisting the unit was effective and wrongly shut down. But the evidence emerging at the Nkabinde Inquiry, led through the cross-examination of Advocate Tembeka Ngcukaitobi, paints a very different picture — one of systemic brutality, terrorizing communities, silencing witnesses, and evading justice. 🔄 The PKTT Irony In a stunning twist, Johan Booysen himself later supported the disbandment of the PKTT, arguing that it was merely a temporary structure and that any permanent crime-fighting unit should fall under the Hawks — the very institution under which the Cato Manor unit operated when these abuses occurred.
