(19 Nov 2008) SHOTLIST 1. Wide shot of press conference 2. SOUNDBITE: (English) Louise Mushikiwabo, Rwandan Minister of Information: "Rwanda has something to accuse France of. France has nothing to accuse Rwanda of. So what they would like to do is to make you in the media believe that this is a tit-for-tat. Rwanda is doing this, and France is doing that. And I think this goes back to the level of the lack of appreciation of how serious this is. France was involved on the side of genocide planners. France participated in the genocide in this country. It's been widely documented." 3. Reporters and cameraman watch and take notes 4. SOUNDBITE: (English) Tharcisse Karugarama, Rwandan Minister of Justice "It's a case of international justice that is in jeopardy. How can the world work in anarchy, in a judicial anarchy.? How can a judge anywhere in the world give themselves the right to indict leaders of other countries with impunity? It means that a neo-Nazi judge anywhere in Europe can issue indictments against the Nazi hunters and then Europe will execute?" 5. Medium shot of press conference STORYLINE: A top Rwandan official sought in connection with the assassination that sparked the African country's 1994 genocide has been transferred from Germany to France, which had issued an arrest warrant for her. Rose Kabuye is to go before a French judge investigating her alleged role in the shooting down of a plane carrying Rwanda's former president, killing him and setting off 100 days of ethnic slaughter. Her attorney, Bernard Maingain, said Kabuye was not handcuffed during the flight to Paris from Frankfurt, where she was arrested on November 9. Kabuye was arrested on suspicion that 14 years ago she housed Tutsi militants accused of shooting down the plane carrying Rwanda's then-president, Juvenal Habyarimana. Kabuye's lawyer has denied that she was involved in the plane crash. The aide to Rwandan President Paul Kagame was arrested last week by German authorities in connection with the French warrant. There was a national holiday in Rwanda on Wednesday and nationwide protests were held across the country as Kabuye was transferred from Germany to France to stand trial. At a news conference in the capital Kigali, the Rwandan Minister of Information Louise Mushikiwabo said that "Rwanda has something to accuse France of, France has nothing to accuse Rwanda of, so what they would like to do is to make you in the media believe that this is a tit-for-tat." Mushikiwabo said that "France was involved on the side of genocide planners. France participated in the genocide in this country. It's been widely documented."
