C1 works, but only in smaller crowd sizes. Zhang Jiao is setup exactly like Cao Ren, and the approach is similar, however, he can't quite bounce officers around because his C1 is slower. Against officers in small crowds, Zhang Jiao is really quick with C2-ex, C1. But this combo isn't a viable option in tougher scenarios such as against Yan Baihu and Magobei Fuse, just outside the east gate of Bai Di. Once crowds get too big, since his C2 has vertical attack range, it doesn't set up perfectly for a safe C1. His C1 being slower than Cao Ren's has a high risk of attracting hits during it's recovery time. If the crowd is really dense, Zhang Jiao might get caught within the crowd and have to counterattack many times. Although this may be a bit rare, having a high chance of getting hit even just once is bad enough. When scenarios get tougher, Zhang Jiao needs to resort to a safer but slower method of offense, and this is simply C2 spamming, but you have to be really keen on keeping him safe. It is possible to spam C2 against a crowd safely, if you keep enemies in front of him.
