Auckland Mayor Wayne Brown and Wellington Mayor Andrew Little are questioning the Government’s proposed four percent cap on council rates increases. Brown warns the cap could simply defer costs, while Little says it may force councils to increase the price of community facilities and services to cover budget gaps.
