President Droupadi Murmu Addresses Joint Session of Parliament on Opening Day of Budget Session 2026 President Droupadi Murmu addressed a joint sitting of both Houses of Parliament today, marking the commencement of the Budget Session for 2026-27. Her speech highlighted the government's achievements over the past decade, its commitment to inclusive development, and the vision for a "Viksit Bharat" (Developed India) as the nation enters the second quarter of the 21st century. In her address, President Murmu emphasized the government's focus on social justice and upliftment of marginalized sections. She stated that her government is working with complete sensitivity for Dalits, backward classes, tribal communities, and all citizens. The vision of "Sabka Saath, Sabka Vikas" (Together with All, Development for All) has positively impacted every citizen's life. She noted that in 2014, social security schemes covered only 25 crore people, but now, due to government efforts, nearly 95 crore Indians have access to such benefits. The President underscored the progress in poverty alleviation, declaring that 25 crore citizens have emerged from poverty in the last decade. Inspired by Babasaheb Ambedkar's emphasis on equality and social justice, as enshrined in the Constitution, the government remains committed to ensuring every citizen receives their rights without discrimination. In its third term, the drive to empower the poor has accelerated further. Highlighting women's empowerment, President Murmu praised the rapid advancement of women across sectors, crediting progressive policies. She cited a recent milestone: the first batch of women cadets graduating from the National Defence Academy (NDA), reinforcing that "naari shakti" (women's power) leads in national development and empowerment. On rural development and employment, the President announced the formation of the Viksit Bharat–Guarantee for Rozgar and Ajeevika Mission (Gramin) Act—referred to as Viksit Bharat-G RAM G law—which enhances rural employment guarantees to 125 days per household annually. This reform aims to bolster livelihoods, integrate employment with infrastructure, and align with the Viksit Bharat vision. As she spoke, NDA-BJP members thumped desks in appreciation, while Opposition MPs rose in protest, demanding withdrawal of the law, which replaces the existing MGNREGA framework. Reflecting on recent milestones, President Murmu noted that 2026 marks the start of the second 25-year phase of the century. The first 25 years brought successes, proud achievements, and extraordinary experiences, with India strengthening its foundations across sectors in the last 10-11 years. This year lays a major base for the journey to Viksit Bharat. She recalled cultural and historical commemorations that inspired national unity, including the 350th Shaheedi Diwas of Sri Guru Tegh Bahadur Ji, the 150th birth anniversary of Birsa Munda (honoring tribal contributions), Sardar Patel's 150th birth anniversary celebrations reinforcing "Ek Bharat Shresht Bharat," and tributes to Bharat Ratna Bhupen Hazarika. The ongoing 150th anniversary of "Vande Mataram" and recognition of Bankim Chandra Chatterjee were also highlighted, with Parliament holding special discussions. President Murmu expressed delight at addressing the session, describing the previous year as memorable for India's rapid progress and rich heritage. Her address set an optimistic tone for the session, which includes the Economic Survey presentation soon and Union Budget on February 1 by Finance Minister Nirmala Sitharaman. Amid partisan reactions, the speech reinforced the government's narrative of inclusive growth, social security expansion, and forward momentum toward a developed India by 2047.
