Anti-Corruption Commission lead investigator Oberty Inambao testified in the Windhoek Magistrate's Court regarding the arrest of former NAMCOR executive Cedric Willemse and alleged corruption involving the fuel company Erongo Petroleum. Inambao told the court that Willemse hid inside his home for nearly two hours when ACC officers arrived to arrest him. Inambao said that Willemse was eventually found in the bathroom after an officer jumped over a wall and noticed movement inside. Inambao said Willemse allowed the officers in only after they threatened to use force. The investigator said Willemse is a flight risk and received calls from now fugitive suspect Victor Malima and his co-accused Immanuel Mulunga while he was being arrested. Under cross-examination by Willemse's lawyer, Boris Isaacks, Inambao testified that Willemse had a corrupt relationship with the owners of Enercon, a fuel supply company linked to the fraud allegations facing Namcor. He said Willemse approved fuel worth about N$20 million for Erongo Petroleum, which had a credit limit of N$10 million, without consulting other executives. Isaacs told the court that Willemse authorised an increase in Erongo Petroleum's credit limit to ensure the government would not face difficulties sourcing jet fuel for independence celebrations. To this, Inambao said Willemse authorised the supply to gain gratification, but could not specify the amount received for that particular transaction. Inambao further stated that Erongo Petroleum accumulated debt worth N$238 million with NAMCOR from September 2022 to May 2023, despite exceeding its credit limit.
