The XM246 in War Thunder is an SPAA for the US Tech Tree. This is a welcome addition since the only viable anti-air for USA is at 4.0 before you hit the M247 at 9.0! There are of course the Skink and the M163 but as Anti-Air go, these two aren't very good. The XM246 is essentially an M60 with a GIANT turret stuck on top that has the same 35mm cannons as the Gepard. The penetration value on DM13 doesn't look that good, but a penetrating hit is absolute devastating. The turret is also very resilient to damage for players who don't know where to shoot it but that will change in the next few weeks as people figure out where the ammunition is stored.
