Venice, Los Angeles – Friday, November 8, 2024 — During the weekly Friday cleanup in Venice, Los Angeles Park Rangers and sanitation workers encountered Daisy, known locally as the “Venice Healer,” in her pop-up healing temple at Venice Beach. The makeshift temple, a 10-by-10 tent filled with personal belongings, was flagged by Park Rangers. Daisy was informed that she could only keep items equivalent to what would fit in a 60-gallon container, as stipulated by Los Angeles Municipal Code Section 56.11. The rangers advised her to consolidate her belongings within 15 minutes or risk having them removed. Daisy complied, dismantling her tent and gathering her possessions. Los Angeles Municipal Code Section 56.11 regulates the storage of personal property in public spaces, allowing individuals to retain belongings if they fit within a 60-gallon container and do not obstruct public pathways or create hazards. The ordinance, amended in 2016, aims to balance public access to clean, safe spaces with the needs of those experiencing homelessness. While the city may impound unattended or excess property, a 24-hour notice is typically provided. Bulky items, such as furniture and appliances, are prohibited, with exceptions for essential mobility aids. The ordinance limits the seizure of bulky items to situations where they pose health or safety risks or obstruct public access, following a federal court ruling against blanket size-based seizures. Park Rangers and Los Angeles Police officers were on-site to oversee the process and ensure adherence to Los Angeles Municipal Code 63.44, which prohibits tents and camping structures in city parks. No citations were issued, highlighting the city’s compassionate approach to managing public spaces and addressing homelessness. The cleanup, part of an ongoing effort to maintain public safety and cleanliness, was led by Park Rangers with support from the City of Los Angeles Department of Public Works, LA County Beaches and Harbors, the Los Angeles Department of Recreation and Parks, and Clean Harbors Environmental Inc. A representative from Councilwoman Traci Park’s office, who often supports these cleanup initiatives, was present. The Los Angeles Homeless Services Authority (LAHSA), which typically provides services such as food, water, and hygiene kits during these operations, was notably absent. This weekly initiative is a critical part of the city’s broader strategy to address homelessness through supportive rather than punitive measures. By prioritizing public health and safety through consistent cleanups, Los Angeles aims to create a safe, welcoming environment for all while handling homelessness with a balanced and humane approach.
