Upcoming Sessions Month 4: Digital Tools for Disaster Directors – Tech in Emergency Management Month 5: Recovery is More Than Rubble – Behavioral Health and Long-Term Care Month 6: Leading Through the Storm – Crisis Leadership and Team Resilience ABOUT THE SPEAKER Dennis Caliyo is a nationally respected leader in emergency management, homeland security, and disaster services, currently serving as the Director of Emergency Disaster Services for The Salvation Army’s Golden State Division. With over three decades of experience spanning federal, state, military, and nonprofit sectors, Dennis brings a rare blend of strategic vision, operational excellence, and human-centered leadership to every mission. His global perspective was shaped early in his career through military service, including his role as Information Operations Officer in Baghdad, Iraq (2008–2009)—a pivotal time in the region’s stabilization efforts. Stationed at the heart of coalition operations, Dennis managed strategic communications and intelligence coordination, helping shape the narrative and operational tempo during one of the most complex phases of the Iraq conflict. From 2009 to 2011, Dennis served as a Watch Officer at the National Military Command Center (NMCC), The Pentagon—the nation’s premier Emergency Operations Center. In this role, he monitored global events 24/7, supported high-level decision-making, and led initiatives in multinational information sharing and combat identification policy. His work ensured real-time situational awareness and operational readiness across all combatant commands. He later served as a Planning/Operations Officer in Kandahar, Afghanistan, where he safeguarded over 500 VIPs and coordinated high-visibility visits in active combat zones. These roles sharpened his skills in threat assessment, interagency coordination, and rapid decision-making under pressure. Transitioning to federal service, Dennis held multiple leadership roles at the Federal Emergency Management Agency (FEMA), including Planning Section Chief and Executive Officer to the Regional Administrator. He led multi-agency coordination efforts during federally declared disasters, developed scalable emergency plans, and implemented innovative technologies to enhance response capabilities. His work directly supported FEMA’s surge capacity and continuity of operations across Region 9, including during the COVID-19 pandemic. Today, Dennis leads disaster operations across 18 counties in California, integrating spiritual care, community resilience, and tactical readiness. His leadership during wildfire seasons, public health emergencies, and mass displacement events has earned him recognition for both compassion and effectiveness.
