SOUNDBITE (Arabic) Baha Harb, president of a union representing engineers and architects in Tripoli: "First, the responsibilities must be determined. The Central Bank, banks and the state are the ones responsible for the theft of the money and not the depositors. We will remain standing against this project (draft capital control law) until we get our money and our unions' money. The officials should be held accountable, they should go to prison, not steal 60 billion (dollars) in depositors' money then hide the theft and rip off the people. In the face of this carelessness and this disregard, what can we tell this government and state? We ask them to rest and go back home. Go back home and stop fooling people to make them think that they (officials) are responsible. They (officials) failed to carry out their responsibility in front of these people and their pain." 14. Lawyers posing for photo LEADIN: Several unions in Lebanon organized a protest in Beirut to block a parliamentary session that was supposed to discuss the draft law on capital controls, which would limit how much bank depositors can withdraw from their savings. STORYLINE: Members of different unions in Lebanon along with bank depositors protested once again in downtown Beirut on Tuesday to block the parliament from convening over the draft capital control law. The proposed law would limit how much bank depositors can withdraw from their savings. Lawyers, dentists, nurses and engineers took part in the protest, rallying in front of the parliament building in the Lebanese capital. Presidents of the unions opposed the proposed law and warned they would resort to strikes if it passes. Lebanon is in the grip of a severe economic crisis that was described by the World Bank as one of the worst the world has witnessed since the 1850s. Last month, the government approved a capital control law that was rejected in parliament.
