Germinating California poppy seeds in coco coir indoors or outdoors is easy enough, but getting them to grow past a few inches or centimeters in size is a challenge that depends on the growing conditions with regards to the growing medium, abundance of water, fertilization, access to sunlight, and so forth. Looking at the entire body of evidence I've gathered over the life of this plant growing series, the soil mass seems to be the critical factor. Only the tall pot that was once occupied by my papaya tree produced an abundance of poppies. The poppy plants growing in the smaller pots and the little shallow strip of what is probably heavily decomposed potting mix flanking my front yard have mostly failed to survive, producing one small poppy here and there.
