U.S. Immigration and Customs Enforcement (ICE) released on Friday a timeline of events it said led to the death of a Haitian man who was detained in a Florence facility and later died while in U.S. custody at an East Valley hospital. Emmanuel Damas, 56, told medical staff at the Florence Correctional Center that he had a toothache in mid-February, but his complaints weren’t taken seriously, and he died at the hospital Monday, Damas’ brother, Presly Nelson, said. “When I first heard about it, I was flabbergasted,” said Chandler City Council Member Christine Ellis. ICE laid out a timeline of events, saying he was transferred to the Central Arizona Florence Correction Center on Sept. 26, 2025, after being arrested earlier in the month in Boston for assault and battery during a domestic incident. He was being held under the Laken Riley Act, as prosecutors claimed he was a risk to public safety. On Jan. 6, Damas was ordered removed by an immigration judge but filed an appeal three weeks later and remained in ICE custody in the U.S. as the appeal process was set to play out. Damas reported having shortness of breath and was taken to a Florence hospital on Feb. 19, ICE said. He was then taken to the John C. Lincoln Medical Center intensive care unit in Phoenix.
