Nigeria's foreign minister, Brigadier Joseph Garba speaking at a press conference while in London en route to Lagos after attending a disarmament conference in New York. He was speaking about the dismal prospect of African nations forming a united military high command which would protect countries from foreign interventions. Transcript: "I do not think it'll command any acceptance in African circles, because its almost impossible. As you know Africa is divided ideologically, we have this huge economic disparity. And I don't see how our interests can coincide to such an extent that we'll agree on the formation of such a force and the use of such a force and the command of such a force and the equipping of such a force. I think there are a lot of difficulties. Its easy to say but we've been trying to form an African High Command for years since the death of Nkrumah, but we've not been able to. I think Africa feels that the Cubans or the French or the Belgians have no business on our continent. It is because of the situation in which we find ourselves. Let's go back to 1975 when the Cubans first came to Africa. Why did they get there? If the South Africans had not invaded Angola there would have been no need for Cuban troops to come into Angola. But South Africa did invade Angola, and Angola had the right to call on any friendly troops to help it. And until our continent is stabilised, and until, we stop being treated like second-class citizens we will continue to seek help wherever we can find help." Source: Reuters News
