Sentencing law and the safety valve exception. Andre Pulsifer was convicted of drug trafficking offenses and faced sentencing under federal law. The Sentencing Reform Act of 1984 established mandatory minimum sentences for certain drug crimes, but included an exception known as the "safety valve." This safety valve allows judges to sentence below the mandatory minimum when specific conditions are met, particularly when the defendant has no significant prior criminal history and plays a minimal role in the offense. Pulsifer argued that he qualified for the safety valve exception. The prosecution disagreed, contending that certain technical requirements were not satisfied. The issue centered on how to interpret the statutory language defining who qualifies for this important sentencing exception. The Supreme Court was asked to decide the proper interpretation of the federal safety valve statute and what conditions must be met for a defendant to qualify for this sentencing relief.
