A secure home is a human right and fundamental to the flourishing of every family and individual and to the national economy. Secure, safe, affordable housing is essential infrastructure which supports people’s productivity and life chances. The British housing crisis is one of insecure homes: unaffordable housing and crippling rents, insecure tenure and unacceptable housing conditions. Underlying this is the catastrophic loss of social housing and the pursuit of high house prices and rents as the objective of owners and investors. Alongside, the private rented sector lacks effective regulation and renters are unable to enforce the rights they do have. The pursuit of housing asset values has become so damaging that it threatens the stability of the whole economy. These problems cannot be solved by simply building more market housing. These problems will not be solved by further deregulating planning or building on the Green Belt: the planning system can deliver ‘land-supply’ and planning permissions for new homes. In London, for example, there are planning permissions in place for 350,000 homes (a seven year supply) and a pipeline of sites for the next decade and more.
