Clay returns as the 5th gym leader in the game, and honestly, I initially deemed him as the hardest gym leader in BW1, but in those games he’s arguably the hardest as he competes with Elesa and Lenora, which most people would say are harder than Clay. In B2W2 though, he is, without a doubt, the hardest gym leader since one of Elesa’s Emolgas got replaced and Lenora is no longer a gym leader in this game. His Palpitoad gets replaced for a Sandslash here, which on one hand, makes him consistently weak to Water, but Sandslash is fully-evolved and has good Defense, so I’d call it an upgrade. Even though Water-types are generally the best answer for his team, there are less available Water-types before this battle in B2W2; in BW1, if you didn’t pick Oshawott, since there’s no Good Rod in Gen 5 at all, you had the gifted Panpour (if you picked Snivy, otherwise you had to hunt for one in the Pinwheel Forest) that you could evolve before the 3rd gym, Palpitoad, Tirtouga, Ducklett, and the traded Basculin from Driftveil City for Water-types, and Vanillite from the Cold Storage (even if Ice isn’t as useful here as Water,) but in B2W2, you’re not gifted a free elemental monkey and have to hunt for one yourself AND you don’t get a free Water Stone until after this gym, the Tirtouga and Palpitoad lines are locked to the post-game, the traded Basculin is no longer here, and the Cold Storage was demolished and replaced with the PWT, so the Vanillite line isn’t available until later, and B2W2 added very few Water-types you can get before this battle, limited to only Azumarill (who gets no physical Water moves before this,) Psyduck, Vaporeon (which again, the first free Water Stone isn’t available until after this gym, Eevee is hard to catch, it comes at the level after Vaporeon would learn Water Pulse, and the Move Reminder is locked until after this battle,) and that’s pretty much it. Oh yeah, and finally, even for the few Water-types available before this, in BW1, you could get the TM for Scald in the Cold Storage before this battle for your Water-type to have a strong move, but since the Cold Storage was demolished, it was relocated to later in the game. You can use a Grass-type, which there are plenty of in the early game, but they’ll still barely scratch Clay’s Excadrill due to its Steel-typing, so you have to switch to a Fighting-type to take it out. I think all of that elevates Clay to take the crown as the hardest gym leader in B2W2. Despite everything I just mentioned though, this…wasn’t as hard as I expected? My main answer for his team this time was Servine, which would regularly struggle against Excadrill, but his Pokémon surprisingly wasn’t hard to take down. Since Krokorok has Intimidate to cut its Attack, Servine had to take a turn set up with Growth to be able to one-shot Sandslash and Krokorok because of its mediocre attacking stats, but it was able to take out the 2 in one hit each with Leaf Blade. When Excadrill came out, I used my Scraggy against it to one-shot it with High Jump Kick after taking damage, thus beating that early-game monster and giving me the win. I think the EV-training I’ve been doing with Servine had to help, since I’ve been EV-training it in Attack to hit as hard as it can. I think that definitely helped it secure OHKOs on Clay’s Pokémon, and that left my team a bit overleveled too. Still a nice battle.
