In this speech, I break down the Copyright Amendment Bill 2025—practical reform that modernises Australia's 1968 copyright law for how we actually live, learn and preserve culture today. I explain the three key changes: Australia's first orphan works scheme that lets institutions use historical material where the copyright owner genuinely can't be found (while still protecting their rights if they later emerge); clarification that education copyright exemptions apply equally to online and hybrid learning, which matters hugely for regional students, kids with disabilities, and families supporting learning at home; and technical updates that make the Copyright Act work more efficiently. This reform came from extensive consultation with creators, educators and cultural institutions—I'm co-chair of Parliamentary Friends of Australian Music, so I'm very aware copyright protections matter to artists. That's exactly why careful, balanced reform that modernises the law without undermining creators' rights is so important. This bill gets that balance right.
