Cities of refuge are appointed so that accidental bloodshed does not result in unjust death, while strict laws regarding witnesses ensure that truth is not manipulated by accusation, emotion, or revenge. Justice is not reactive or violent — it is measured, verified, and grounded in God’s order. In Deuteronomy 20, Israel is instructed on warfare, but the emphasis is not military strength. God reminds His people that He goes with them into battle. Fear is addressed, exemptions are given, and unnecessary bloodshed is restrained. Victory is not achieved through numbers, horses, or human confidence, but through obedience and trust in the Lord. Jesus echoes Deuteronomy 19 directly in Matthew 18:16, reaffirming that truth is established by multiple witnesses and that God’s standard for justice remains consistent across the Testaments.
