October 4, 2025, at approximately 3:57 PM, I, Trooper Rideout #359, was advised by dispatch of a black Dodge Charger (VIN: 2C3CDXCT5JH209719) displaying fictitious Arkansas license plate 764ZML traveling eastbound on the Martin Luther King Jr. Bypass. The vehicle was reportedly involved in a theft from Walmart, which had been reported to the Hot Springs Police Department (HSPD). HSPD officers advised that they were behind the vehicle, observing it without emergency lights activated. I positioned my marked patrol unit on the eastbound side of the MLK Bypass near Carpenter Dam Road. After a short time, I observed a black Dodge Charger matching the description provided. I pulled in behind the vehicle, activated my emergency lights, and initiated a traffic stop. The driver activated the vehicle’s hazard lights and merged into the outside lane but continued eastbound without stopping. Just west of the Malvern Avenue exit, the vehicle came to a stop on the shoulder. I approached the vehicle on the driver’s side, where the driver, later identified as Kevonta Hampton (DOB 04/06/2000), briefly rolled the driver’s window down before immediately rolling it back up. I attempted to open the driver’s door but was unable to do so. The driver then accelerated rapidly, fleeing eastbound on the MLK Bypass. Trooper Tyree Sampson got behind the car with his emergency equipment initiated. The suspect vehicle exited onto Malvern Avenue, crossed the intersection running a red light, and re-entered the MLK Bypass continuing eastbound at a high rate of speed. I took primary on the pursuit as the vehicle re-entered the MLK Bypass. The vehicle began weaving in and out of traffic and passing other motorists on the shoulder, posing a significant danger to other roadway users. The charger exited at Highway 70 East (Exit 11A), where the driver began to lose control of the vehicle. The charger swerved erratically across the roadway, completing a 360-degree spin after striking the guardrail. While attempting to maintain visual contact, I momentarily lost traction but did not lose full control of my patrol unit. As I regained control the suspect vehicle came to an abrupt stop in the roadway. This caused the front left portion of my patrol unit to collide with the front passenger-side door of the charger, immobilizing it. Following the collision, the driver, Hampton, exited the vehicle and fled on foot down an embankment into a wooded area off Highway 70. I remained on scene with the vehicle and made contact with two passengers: Front seat passenger, Malachi Jackson (DOB 10/21/2002), who sustained an injury to his right arm, and rear seat passenger, Karli Berry (DOB 01/11/2002). A perimeter was established in the area with assistance from additional units with the Arkansas State Police and Hot Springs Police Department. After a brief search, Hampton was located and taken into custody without further incident. Emergency medical personnel responded to the scene, and Jackson was transported to a local hospital for treatment of his injuries before being taken to the Garland County Detention Center. It was determined that Karli Berry. Kevonta Hampton He was additionally charged with felony fleeing with injury, fleeing on foot, criminal mischief in the second degree, and multiple traffic offenses.
