During the Cold War, Massachusetts was far more than a bystander in a distant geopolitical struggle. Beneath its suburbs, across its rural hilltowns, and along its coastline, a network of military installations, radar stations, hardened communications lines, and civil defense infrastructure quietly prepared for the unthinkable. In this full-length presentation at the American Heritage Museum in Stow, historian and emergency management professional Joshua Shanley explores the hidden Cold War landscape of the Commonwealth. Drawing from his book Cold War Massachusetts and years of archival research and site visits, Shanley examines how bunkers, bases, and preparedness plans were embedded directly into Massachusetts communities — often in plain sight. The talk highlights: • The Framingham bunker — the first blast-resistant state emergency operations center in the nation • Westover Air Force Base and its strategic role in nuclear deterrence • Rural radar and communications sites that formed part of the early warning network • The broader civil defense mindset that reshaped public policy, infrastructure, and everyday life Blending historical analysis with firsthand experience in emergency management, Shanley connects Cold War-era preparedness to today’s challenges — from climate-driven disasters to aging infrastructure and continuity of government planning. More than a story about bunkers and missiles, this is a conversation about legacy infrastructure, institutional memory, and how past decisions continue to shape modern resilience. About the Speaker: Joshua Shanley is a retired firefighter-paramedic, emergency management professional, and author of Cold War Massachusetts, Northampton Fires and Firefighting, and The Connecticut River Valley Flood of 1936.
