Social Protection and Resilience Building - Breakout Session

The session on Social Protection and Resilience Building explored how well-designed safety net programmes can mitigate vulnerability to socioeconomic shocks and foster inclusive development. Participants analysed patterns of vulnerability in Nigeria and drew from both domestic and international examples to identify principles for designing and implementing effective social safety net programmes that reach the most at-risk populations. Discussions further focused on developing adaptive social protection mechanisms that can respond to evolving risks, such as economic instability, conflict, and climate-related shocks. Participants exchanged insights on community-based resilience strategies and the importance of flexible programme design to enhance long-term impact. In the final segment, the group workshopped implementation elements, examining key success factors, including enabling policy conditions, resource mobilisation, stakeholder partnerships, and strategies for overcoming institutional or political resistance — necessary to operationalise effective social protection systems in Nigeria.
