SOUNDBITE (English) Jose Ramos-Horta, former Nobel Peace Prize winner and new prime minister of East Timor: "We will work very hard, fast, with the system of the World Bank, to see how we can expedite the procurements and tender legislation and processes, so that the budget that is allocated for assisting development in the rural areas, assisting the poor, development of the infrastructures, all of that, can be expedited. We have only 9 month and we have a significant budget: 315 million." 11. Wide of journalists waiting by the exit STORYLINE Nobel Peace Prize winner Jose Ramos-Horta was sworn in as East Timor's new prime minister on Monday, and pledged to end the violence that has wracked Asia's newest nation in recent months. Ramos-Horta replaced Mari Alkatiri, who resigned last month after failing to stop the bloodshed and amid allegations he formed a hit squad to terrorise his political opponents. "Assisting development in the rural areas, assisting the poor, development of the infrastructures," were some of the key priorities Ramos-Horta mentioned after his inauguration at the presidential palace. He also stressed that the consolidation of security in Dile "Our immediate task is to consolidate the security in Dili was a priority in order to restore faith and hope. Ramos-Horta did not mention the allegations against Alkatiri and said he would listen to his advice on governing the country, which remains desperately poor seven years after it voted to break from 24-years of Indonesian rule in U.N.-sponsored ballot. Ramos-Horta, who won the Nobel prize in 1996 for his non-violent resistance to the Indonesian occupation, said the UN should have stayed in the country longer. East Timor's crisis began in March when Alkatiri fired 600 soldiers, more than 40 percent of the country's army, after they went on strike complaining of discrimination. The decision triggered fighting between the security forces that later spilled over into gang warfare, looting and arson that left 30 people dead. The recent violence was the worst to hit the country since 1999. Though it eased with the arrival of 2,700 foreign peacekeepers six weeks ago, isolated incidents still occur and some 150,000 people are living in camps, too scared to return home.
