(25 Jun 1999) Eng/Indonesian Talks on how to implement a week-old East Timor peace pact opened in Jakarta on Friday. But the meeting got off to a rocky start when a bureaucratic bungle delayed the arrival of a pro-independence rebel leader. Negotiations began more than two hours late because Jose "Xanana" Gusmao, who is serving a 20-year sentence under house arrest in Jakarta, was not allowed to leave his residence. When he arrived for the talks, Gusmao pushed his way through a media scrum but did not speak to reporters - a precondition of his attending the meeting. He was greeted by Nobel laureate Bishop Belo, who arrived from Dili late on Thursday. The talks, dubbed Dare Two, are aimed at ending the violence that has escalated in advance of a planned referendum on whether East Timor will become independent or gain autonomy within Indonesia, which invaded the former Portuguese colony in 1975. Pro-independence and pro-autonomy factions signed an accord a week ago, but they have not yet negotiated how they will disarm and withdraw from their strongholds. Also to attend the five-day follow-up talks is Jose Ramos Horta, who has been living in exile since before Indonesia invaded. He's scheduled to arrive on Saturday. Human rights groups and the U-N say the Indonesian military is behind a systematic terror campaign against independence supporters. The military denies any involvement with anti-independence militiamen and has pledged to let police handle security.
