(13 Sep 1999) English/Nat TOKO MATERIAL The governor of East Timor has dismissed the need for peacekeepers for his violence-wracked territory. Speaking while visiting refugees in West Timor, Abilio Soares said a U-N force only needed to be deployed during a war and stressed no war was going on in East Timor. He also told reporters that he feared that peacekeepers - if deployed - would be unable to remain unbiased. SOUNDBITE: (Bahasa-Indonesian) "I think a peacekeeping force is not necessary. A peacekeeping force should only come in when there is a war between two groups. This is not the case here. What we have is a political conflict that should be resolved through politics and not with an armed force."
