Multnomah County commissioners voted three to one on Thursday to nearly double the budget for construction costs on a temporary deflection center. For a little over a month, police have been taking people caught with drugs in Portland to a renovated warehouse in the Buckman Neighborhood dubbed the "Coordinated Care Pathway Center," though many have referred to it as the deflection center because people arrested for drug possession are given the option to deflect away from jail and charges by choosing to go there instead. Once transported there by police, handcuffs come off and the individual is offered a substance use disorder screening by behavioral health providers. The screening leads to referrals, treatment, and other services. That process takes place in half of the remodeled warehouse the county is leasing in the Buckman neighborhood. The other half is still under construction. The county is planning to open 13 temporary sobering beds. Though people will not be able to stay in those beds longer than 24 hours, while there they could be offered some medication-assisted substance use treatment to get them on their way to recovery. Ultimately, the county plans to open a permanent sobering center where it could combine sobering and detox services with deflection in a building that is zoned for those types of services.
