Dear PAO, My brother recently purchased an electric bike that he uses in commuting to and from work. As far as I know, he does not have a driver’s license to operate his electric bike nor is his electric bike registered. He argues that he does not need a license or registration for this since the top speed of his electric bike is only up to twenty kilometres per hour (20km/h). I want to ask if there is already a rule about the use of such electric bike so that I can inform him how we can legally use his electric bike to commute to work.
