Assuming you are already a reasonably competent sculler, rowing feet out is an excellent way to get a feel for the correct finish posture, connection and timing. The most common errors come from doing too much rather than too little; having the handles travel too far once the feet have stopped pushing, being too far on the back of the seat with too much weight in the bows, or generally working too hard in the last few degrees of the drive phase. My view is that if you're working too hard with the hands in front of the body then you've probably not applied enough force with the bigger, stronger muscles earlier in the drive. I coach the hands to be calm in front of the body and around the back turn. This is the point in the whole stroke cycle where its easiest to kill the run of the boat. If you move well at the finish, you can keep your boat accelerating out to around quarter slide on the recovery at paddling speed and up to three quarter slide at racing speed. A lot of athletes I see put so much focus on power at the end of the stroke that they disregard what happens immediately after that. Too much power in the wrong place can be very ineffective in the context of the whole stroke cycle.
