In a White House ceremony presided over by President Clinton, Prime Minister Haris Silajdzic of Bosnia and Kresimir Zuback, representing Bosnian Croats, signed the constitution outlining the new federation. Then President Franjo Tudjman of Croatia and Bosnian President Alija Izetbegovic signed a document linking the federation with Croatia.
