At the end of season three Haggar was doing something strange to Zarkon. She placed her hands on him and memories came flooding back to her. What was she doing and why did these memories suddenly resurface? Haggar was concerned with the way Prince Lotor had been leading. She felt he was neglecting his duties. Zarkon was in critical condition - he needed quintessence life support. Despite what she had been telling the Galra, Zarkon was not actually guiding Lotor's leadership. Haggar and the Galra Empire needed Zarkon back. But she was worried that wasn't possible due to his state. She was thinking his body wouldn't make it... however his mind still had a chance. Haggar is Altean; a species with advanced scientific and magical capabilities. Alteans know how to take a person's consciousness and put it in an AI. We've seen it with King Alfor even though he died. That's what she was trying to do with Zarkon. Put a copy of his consciousness in an AI so that he could still lead without his physical body.
