Minister of Transport and Infrastructure, Hon. Noah Salakae, addressed the National Assembly on the Development Manager (DM) model under the Second Transitional National Development Plan (TNDP II). Following the President’s 19 November 2024 State of the Nation Address, which highlighted inflated project costs under the DM model, the Ministry of Transport and Infrastructure initiated a review. The review, conducted from 13 January to 26 March 2025, assessed the model’s conceptualization, procurement, implementation, and status. The final report, published on 7 August 2025, identified procedural deficiencies, inadequate stakeholder engagement, and misalignment with legal frameworks. The DM model’s fee structure, capped at 14% regardless of project complexity, significantly increased costs, deviating from industry-standard sliding scale fees. Economic challenges and declining revenues further strained the execution of 148 planned infrastructure projects. Consequently, the Government revoked three Presidential Directives approving the DM model. Sixteen projects under construction will adopt alternative delivery or financing methods, while 132 projects at the conceptualization stage will undergo re-assessment to align with fiscal priorities. This decision aims to ensure sustainable infrastructure development and address financial burdens highlighted by the review. 𝐃𝐄𝐕𝐄𝐋𝐎𝐏𝐌𝐄𝐍𝐓 𝐌𝐀𝐍𝐀𝐆𝐄𝐑 𝐌𝐎𝐃𝐄𝐋 (𝐃𝐌) Bagaetsho, one of the significant reforms ushered in, during the Second Transitional National Development Plan is the Development Manager Model (DM). The DM Model will be used for the efficient and effective implementation of one hundred and forty-three (143) projects across the country, with a budget allocation of over Thirteen Billion Pula (P13 Billion), mainly for development in rural areas.
